A+ PLAN FOR EDUCATION
Governor Bush’s A+ Plan for Education is based upon three principles:
  • Setting high standards for student performance,
  • Measuring and publicly reporting on that performance, and
  • Providing state assistance, rewards and sanctions.
    By demanding clear measurement and accountability, with rewards for success and consequences for results, the Governor has made a commitment that every child would learn a year’s worth of knowledge in a year’s time.
    The A+ Plan has yielded rising student achievement and dramatic reductions in the achievement gap. Our students are graduating Florida’s schools better prepared for their futures.
    The A+ Plan for Education requires testing of students in grades 3 through 11 in reading, writing, math and science on the Florida Comprehensive Assessment Test (FCAT).
    Annually all public schools are graded (A, B, C, D, or F) based upon the performance and progress of students on the FCAT.
    Schools that improve a letter grade or receive an “A” are eligible for School Recognition funds of $100 per student. These funds can be used as bonuses for teachers, enhancements to the school, or incentives for students. Schools that need improvement also receive additional support and assistance. In fact, “F” schools get on average $1,000 more per student than “A” schools.
    Students who attend a public school that has received an “F” two years in a 4-year period are also eligible for Opportunity Scholarships to attend another public school or private school of their choice.
