Today’s Bill Action by Florida Governor Rick Scott

Governor Rick Scott signed the following bills today. Additionally, Governor Scott vetoed SB 392 relating to speed limits. A copy of the transmittal letter can be found here.

Governor Scott signed the following bills into law today:

HB 5001 General Appropriations Act – This bill provides spending authority for state agency operations for the 2014-2015 fiscal year.

HB 5003 Implementing 2014-2015 General Appropriations Act – This bill allows for changes required to effectuate appropriations for the 2014-2015 fiscal year.

HB 5005 Florida Retirement System – This bill relates to the Florida Retirement System.

HB 5007 Collective Bargaining – This bill resolves collective bargaining issues.

HB 5101 Education Funding – This bill addresses a variety of education topics including digital classrooms, distance learning, lab schools, scholarships, funding and university programs.

HB 5201 Medicaid – This bill revises the Medicaid statutes to conform with the General Appropriations Act.

HB 5301 Additional Judgeships – This bill adds three appellate judges in the Florida court system.

HB 5303 Counsel in Proceedings for Executive Clemency – This bill relates to counsel for an executive clemency proceeding.

HB 5403 Distribution of Surplus Lines Tax Revenue – This bill relates to the General Revenue share of tax revenues associated with surplus lines insurance.

HB 5501 Documentary Stamp Tax Distribution – This bill authorizes Everglades Restoration bonds for the Florida Keys Wastewater Plan.

SB 2510 Court-appointed Counsel – This bill relates to court-appointed attorneys.

SB 2514 Bicycle and Pedestrian Ways – This bill relates to the establishment of a statewide system of interconnected multiuse trails.

SB 676 Relating to Welfare Transition Trust Fund/ Department of EducationThis bill relates to the Welfare Transition Trust Fund within the Department of Education.

SB 678 Relating to Trust Funds/Termination and Administration/DACS – This bill relates to trust funds within the Department of Agriculture and Consumer Services (DACS).

SB 680 Relating to Federal Grants Trust Fund/DBPR – This bill recreates the Federal Grants Trust Fund within the Department of Business and Professional Regulation.

SB 682 Relating to Federal Grants Trust Fund/DFS – This bill relates to the Federal Grants Trust Fund within the Department of Financial Services.

SB 684 Relating to State Economic Enhancement and Development Trust Fund/Department of Economic Opportunity – This bill relates to the State Economic Enhancement and Development (SEED) Trust Fund within the Department of Economic Opportunity.

SB 686 Relating to Termination of Trust Funds within Department of Economic Opportunity – This bill relates to trust funds within Department of Economic Opportunity.

SB 688 Relating to Trust Funds/Re-creation/Federal Grants/Executive Office of the Governor – This bill relates to the Federal Grants Trust Fund.

CS/HB 609 Article V Constitutional Convention – This bill relates to rules in the event of an Article V Constitutional Convention.

CS/HB 1023 Relating to Canaveral Port District, Brevard County – This bill relates to special acts of the Canaveral Port District of Brevard County.
