Florida Child Abuse Prevention and Permanency Advisory Council
The Office of Adoption and Child Protection has established a Child Abuse Prevention and Permanency Advisory Council to serve as its research arm and to guide the planning for the promotion of adoption and the prevention of abuse, abandonment and neglect. The Council comprises 31 members representing child serving and advocating agencies, organizations and parents across Florida.
Florida Child Abuse Prevention and Permanency Plan: July 2010 – June 2015
In June 2010, the Office of Adoption and Child Protection completed and launched a five-year plan for the prevention of child abuse, abandonment and neglect, the promotion of adoption, and the support of adoptive families, in conjunction with almost 200 individuals statewide. This plan incorporated plans developed by the local planning teams, incorporating the work of over 600 people statewide for the twenty local plans. The following documents are available for online review and downloading, and all are provided in PDF format.

Local Planning Teams
In accordance with Chapter 39 F.S., the Office of Adoption and Child Protection charged each Circuit with creating a Local Planning Team responsible for adoption promotion and prevention of abuse, abandonment and neglect. Each Local Planning Team developed a Circuit local plan of action that was used by the statewide Child Abuse Prevention and Permanency Advisory Council in developing the state’s plan of action for Child Abuse Prevention and Permanency.
The Local Planning Teams addressed:
• Defining the magnitude of child abuse problems
• Identifying strategies for ensuring that children are not abused
• Developing a comprehensive approach for providing post adoptive support
• Prioritizing local needs
• Making recommendations for change in their local areas as well as making recommendations for change at the state and federal levels
The overarching goal with the work of the Local Planning Teams and the statewide Child Abuse Prevention and Permanency Advisory Council is that all of Florida’s children are raised in healthy, safe, stable and nurturing family environments. Ideally, no child would ever suffer from abuse, abandonment or neglect, as well as all children available for adoption are adopted immediately into stable homes that love and nurture them for the rest of their lives.
